Towny - Enchanting Changes

Wow been a while! I have made the following adjustments to enchanting:
- Vanilla enchants are now available in the enchant table again (Only up to their intended values)
- Anvil combining now only goes to vanilla max level again (So Sharp 5 and Sharp 5 would equal 5)
- Above vanilla level enchants are to be upgraded via the enchant menu
- You can now access the enchant menu via **/enchanter**
- Grindstone no longer gives tokens in return.
Hoping this will open the market for enchanted items and books more to be sold on Auction House or Shops instead of grinded up, and allow for a bit easier experience on Towny.
